It may be stoppable, but in tech circles, it seems like it's accepted as
something that's going to happen. Check out, for example, ads at Palm
Boulevard for the next WIFI conference in Baltimore - it's one of the
conference topics and they call it "Power-Grid Broadband". My guess is what
will dictate  whether it happens or not will most likely be economics, not
legislation.
