Back off on the drive. There's no need to drive the PA to saturation to
get a dip or a peak on output. Are you sure the bias is on the PA grids?
Check the idle current without drive, it should be on the order of 40 or
50 ma. Then start tuning with the drive just up to maybe 100 ma plate
current and with the loading capacitor at maximum C that should give the
maximum dip. Tune load and tuning alternatively for maximum output. It
should coincide with dip and rated plate current. When you have an
unknown load, or a new radio you should always start tuning with the
loading capacitor at maximum C, that way the loading is least and its
most predictable and easiest on the tubes.

Be sure there's no broken coupler in the bandswitch to put the PA switch
wafer on a different band from the rest, or the low pass wafer on a
different band (if there is such a thing in the transmitter).
