[Kenwood] TS-930s: Antenna tuner not working out of ham bands

The 930 does not have the digital logic to operate the tuner out of the ham
bands. It just doesn't know how. There is a modification involving a
manually operated dip switch that allows it to operate in a limited fashion
as the inductance is not continuously variable. The best choice would be a
manual tuner for use outside the ham bands.
