[Kenwood] TS-930s: Antenna tuner not working out of ham bands

Hi Gang,

I just modified my beautiful pristine low serial number TS-930s to allow it
to transmit on the MARS and CAP frequencies.  I used the info from an actual
Kenwood factory bulletin.  The mod works fine except that I've noticed that
the built-in antenna tuner doesn't work anywhere outside the ham bands.  It
works on the WARC bands just fine however.  The radio still makes a "click"
sound when a ham band edge is reached too.  Somehow I expected that would no
longer happen after the mod.

My question is... am I seeing "normal" behavior here?  Is there another mod
to enable the antenna tuner on non-ham frequencies, or is the range of the
tuner limited to ham only frequencies?

As always, I enjoy reading all the informative posts on here even though I'm
not much of an active poster myself... and thanks to all of you in advance
who might have some ideas about my situation.
