Actually the FCC does assist Amateur Radio operators in the pursuit of 
"incidental radiators", the catagory into which power line noise falls. 
Look at some of the FCC enforcement logs in recent months (on the ARRL 
web site) and see the letter that the Commission sends to power 
companies. The letter is very specific about the responsibility of the 
power company and the ramifications of ignoring the problem! I'm sure 
that a letter from the FCC gets their attention where a call from you or 
me does not ;>)
