[Kenwood] Problems with TS-830

I have a TS-830 with a couple of problems:
Intermittent on the bandswitch- The 17 meter position on the bandswitch is
dead after first turning on the radio. After about five minutes, if I click
the bandswitch back and forth, it will make contact, but it seems like it is
not fully making contact. After about five minutes more it returns to
normal. Any suggestion for fixing this problem?
I have a carrier on my ssb signal. I have read the section in the manual
about adjustment of the carrier balance, but the radio seems to think it is
balanced(no deflection on the meter in ssb with no audio) ( on USB the
carrier is down the band. On LSB, the carrier is up the band) Any
suggestions for this problem? I have tried adjusting the Carrier Oscillator
with the adjustments on the bottom of the radio (PLL board) using Rich
Measures suggestion-employing the calibrator
