[Kenwood] TS-450s question

I recently purchased a 450s at a hamfest.  It seems to be in good 
working order, except that when I transmit, the power meter indicates 
that I am only getting 50 watts output, all modes, all bands.  The 
power meter switches from green to red lights at about the 50 watt 
point, we leads me to wonder if that is all it should put out?  The 
spec reads 100 watts, but maybe they mean 100 watts PEP?  My TS-440s 
puts out 200 watts PEP and the meter reads 100 watts.  What is going 
on here?  Does the rig have a problem or is it just a matter of 
semantics?
