The resistors probably only set the meter sensitivity for each of
multiple scales. Showing 3:1 SWR on a matched load hints at a RF circuit
problem, needing balance (and preferably on a known good dummy load
rather than an antenna). Probably a capacitor adjustment.

Is there any other RF source in your neighborhood? A sensitive SWR meter
may show reflected power when your transmitter is off.
