Power line noise IS PULSE noise. Its turned into continuous frying by
the faulty time responses of the crystal filters but they are after the
noise blanker stage.

It takes a certain threshold of line noise to operate the blanker. Below
that level the blanker can't work.

There is a frying noise that comes from circuits and atmospherics that
is more continuous than power line noise that can only be rejected by a
DBP noise reduction circuit that reduces uncorrelated noises compared to
correlated signals. This is the noise of a TV set tuned to an empty
channel. Some don't like the remaining noise after the DSP has taken
away the circuit noise. Its often not as wide band as the rejected
noise.
