Well Doc, not exactly.  While this is generally true with 'auto' notch, precise
adjustment of a continuously adjustable 'manual' notch can be used effectively
to notch out much of the offending hiss (QRN) on a noisy band, helping with
voice intelligibility and making listening more pleasant.  I use the manual
notch on the TS-b2000 (Manual B.C.) and the Pro2 in this manner.
