[Kenwood] TS850 European Version?

I am posting this query on behalf of a friend who has a friend (hi) who =
wants to know if there is a way to enable full 40m coverage in his 850S =
Euro' version. Is there such a version that does not transmit above 7.1 =
Mhz and how does one unlock it?

The owner is in Antigua!=20
