[Kenwood] FRIEND NEEDS HELP

Have him check his input voltage to the radio.  A couple of months ago,
I was working on battery back up during a thunderstorm and my TM-731A
started acting similarly.  Turns out my Gel Cell had dropped to under 10
Volts.  Putting another fully charged gel cell on line and getting 12V
into the radio fixed the problem.
