I have an 870 and I do not notice the tuning dial problem you mention.
First thing is to know whether the tuning is otherwise operating correctly.
A typical encoder failure will show itself as no change in frequency or
lumpy changes when you spin the dial.  If you can tune up and down the band
as you would expect to be able to do then the encoder is likely ok.  What
you may have is a loose nut on the encoder shaft.  You should remove the
rubber cover from the tuning dial, it pulls right off.  Then remove the
tuning dial knob itself.  You will need an appropriate sized Allen key to do
this.  Once this is removed you can check the optical encoder shaft for
play.  It's a while since I last did this but I am pretty sure the nut which
anchors the shaft is behind the plastic front panel so you will need to
remove this too.  It sounds worse than it is.  You need to remove the ten
control knobs from the radio and then the clips can be loosened to take off
the front panel.  Once this is done you can tighten the nut and restore the
panel and control knobs.  As long as you are fairly handy the procedure is
straight forward.  If the worse comes to the worst and the encoder is
damaged it is no big deal to fit a new one yourself.  As I say, as long as
you are fairly handy and comfortable dismantling your 870.
