Unless you want to risk damaging the bulb grommets you must remove the 
panel.
Then the bulb and grommet slip out of the carrier. It's not that big a 
job. As I recall only one nut under the meter knob needs to be removed 
and then screws on the panel top and bottom.
Takes maybe 30 minutes. Besides it's an opportunity to clean up the
dust.
