[Kenwood] dim display on a TS 930S

I recently purchased a 930S which works great except
for a dim digital display*. The seller said it was
most likely a leaky display power supply cap.  Using
the schematics I was able to isolate two potential
suspects. But no improvement when I swapped them out. 
With the display unplugged, the supply voltage is
still low which is consistent with a power supply
problem not a display problem.Can anyone share some
troubleshooting advice or a fix?

* While in the Normal display mode.  It gets even
dimmer with the "dim" function on.
