[Kenwood] TS-820 frequency jumping

I just powered up my Mom's old TS-820, and it has some interesting problems with the VFO.  It's been in storage for about 10 years, and someone attempted service back then that didn't fix the problems:
 
a)  The dial mechanism doesn't feel smooth.  It feels like something is rubbing as it's turned - is there any special trick to assembling these I should be aware of ?  I remember this rig having a real nice smooth feel to the dial, and would like to get it back working that way.
 
b)  The frequency from the VFO is very unstable.  It will drift around for a few hundred hz, then when you touch the VFO tuning dial, it jumps all over.  I've seen numbers on the frequency counter jump from 14.xxx mhz to 18+ mhz and back.  When you stop turning the dial, it settles down to something reasonable.  The dial calibration, however, is way off - turning 100khz on the dial might get 80khz on the frequency display.
 
I have the service manual and am ready to dive in, so if anyone has any suggestions, please let me know.
