[Kenwood] Kenwood TS-700A CW problem

I've been tinkering with an old Kenwood TS-700A and for some reason it will not send in CW mode.
When I flip the 'send' switch, it puts out a tone but it will not recognize either of my keys. (both
of them work fine on other radios) It's almost like a relay or something is stuck in the on position
when I flip the send switch. I've checked out the service manual and the service bulletins, but
can't seem to find the problem. Anyone have any experience with a similar problem on the 700A? Let
