[Kenwood] TS-430S Transmitter failure

My TS-430S was working fine Monday but when I went to use it Tuesday I
encountered transmitter problems. The receiver side is working fine.

Symptom is that when I put the rig into send (via the front panel switch
or PTT on mic) the meter, when in ALC position, pins hard full scale to
the right, even with CAR and MIC turned fully down. Switching the meter
to current shows about 1/2 amp or less. Adjusting the CAR or MIC gain
has no effect, the meter when in ALC stays hard at full scale with no
change in current draw. This happens in LSB/USB/CW and AM modes. When I
switch to FM (I have the FM-430 board) the ALC drops to zero, which
tells me Q44, the ALC cutoff for FM mode, is working and the problem is
probably before that point. However I still can't get any current draw
in transmit in FM. I am running into a 50 ohm dummy load for testing.
Only connections are power, mic and antenna (dummy load) no acc jacks in
use for TNC etc. Problem occurs whether mic is plugged in or not.

Anyone aware of any common failure points similar to this before I start
troubleshooting?
