[Kenwood] TS-850S/AT Scan Problem

The obvious thing to look for is a short of some kind across either the 
microphone pins used to initiate scanning or in the circuitry leading 
from it.  You can try to duplicate the problem by holding the scan 
button in and seeing if clear will stop it scanning, probably the same 
symptoms.
