As far as I know, all the TS-450 and TS-850 and earlier models the baud rate is fixed at 4800 Baud.  So there is no menu setting. TS-570/870 and TS-2000 are set at 9600).
Normally if there is no communications between the Comport on the PC and the Rig, the send/receive lines 2&3 on the RS-232 are not moving up and down.  A handy device is a RS-232 Breaker box that has LED's to show the status of the line.  Here in the US this Breaker box is sold at Radio Shack for about $15.00.
