[Kenwood] Kenwood TH-77A transmitt problems

I have just acquired a TH-77A. I turned it on and it powered up (PB-8 battery voltage was 12.95 before I turned it on). I did the memory reset and the VFO reset. Entered the correct frequencies, tones and offsets in the VHF and UHF then tried to work those repeaters. In both VHF and UHF when the transmit was engaged the ON AIR lit up and the offset frequency came up for about 1 second and then the ON AIR went off and the frequency returned to the receive frequency while the transmitt was still keyed up. It did the same thing on both bands and all power levels. I even used an external 13.8 power supply to the input at the top of the radio with the same results. The radio receives fine on both bands. The battery level indicator shows no bars when the transmitter is keyed on either band. 
Have I acquired a radio with bad power modules on both bands or am I just too stupid and don't understand how to operate this radio?
I removed the battery after trying to transmitt and the voltage had dropped to about 11.6V and about 5 minutes later the voltage was back up to 12.65V
Any help with this problem would be appreciated.
I do have a service manual for the radio that I purchased separately an the radio come with a "copy" of the owners manual and no schematics.
