Very thank You, Clif, for so worthful suggestion - You are right, as allways
!
I do not have osciloscope here, but I measured with RF voltmeter voltage on
DRV connection.
With DRV connector open (no dummy load, sorry) I get 3.3V (2.9 ... 3.8) on
all bands.
With DRV connected (final gained) measured on R174 RF voltage for CAR set as
for nominal power - 0.6V...1.0V.
From 18KHz band up, is possible with CAR set RF up to max.2.5-3.5V.
As I see, problem is probably in final unit ... or maybe on filter unit (?!)

Can You point me once again what might happend, please ?
