How is it into an known good antenna? Is it possible the dummy load has
failed some way? With my TS450S/AT when going from barefoot to driving
the amp on 17m I have to wait several seconds for the AT to
set...occasionally I get the beeps also but it eventually tunes.

You need to verify the dummy load perhaps by substitution of try a
different rig on the same load.

I am not an expert by any means but I have seen some of your reported
symptoms here too but as I said the AT does eventually tune up....even
if it is after a few beeps...and in my case this is only when loading
into the amp and only on 17m.
