[Kenwood] 12 dB ATT Button Question

Hi all,

I have a TS-850 and the 12dB att button seems to attenuate a signal too =
much.  When receiving a S9 signal with no attenuation what S reading =
should the 6, 12, and 18dB att buttons give?  The 6dB seems to reduce a =
signal by about 1 to 1.5s units and the 12dB takes the signal all the =
way down to S0.  Also, broadcast stations with a signal of about S9+30 =
may go to a S3 with the 12dB button pressed.  If this is too much =
attenuation, does anyone have an idea how to fix it?  Thanks
