[Kenwood] Sky Command And TH-D7A

I just aquired a new TH-7D and have been unsucceful in getting the sky
command to work with my TS2000.
I have gone through the setup from the beginning many times and always get
the same result. The D7 sends the packet message out on 440, the TS2000
reply's on 440 but the D7 will not go into the command control mode and then
sends out 3 short beeps.
I hear and see the packets being sent from both radios on 440 and see the TS
2000 go into an HF mode as it should when you enable the transport but the
D7 will not go into a command mode to control the TS2000. I have checked the
frequencies many times, checked to make sure the settings are correct and
always get the 3 short beeps from the D7 after I hit the 0 to go into the
command mode. I have gone through the instructions from the beginning and
also had other hams do the same from a total reset and start and we always
get the same results, the 3 beeps and no command mode. Any Ideas???
