I am a bit confused and a bit frustrated as to the noise on the reflector about the funds. So after some thought, I want to make this statement to clear up the rumors and focus attention on facts as follows:

1.The time-line of the K0ZM Tom Rose donation is listed below.  

You can clearly see there is no delay or excuse making.  A considerable amount of time and work went into the sale of that equipment and ensuring the people who purchased the goods were satisfied, that their payments cleared, and that Sandy Rose was reimbursed properly.

I want to thank everyone involved with that for their help, especially Bill, K0VBU. 
Review the timeline carefully and you will see it is very reasonable. 

2.Regarding my hesitation to turn the funds over to the treasury.  This ties directly to the subject of accountability – and this is a key concern of mine.  

I am an engineer, but I also am a business person.  This background let me to believe that clubs business should be conducted along the lines that any business would accept as minimum allowable standards. I filled in more then a hundred expense reports, build quite a few business cases and spent few millions of dollars building device test environment for fortune 500 company.

The fact is that we do not know who the paid members of the club are, when they have paid, or an understanding of the things that belong to the club.  I find that unacceptable and as your president I feel duty to rectify this.  

And I also want to make clear right now that this current situation is in no way a negative reflection on any of our members.  It is simply recognition that our current system is not adequate, in my opinion, given my desire to modernize our club structure.  

Part of that plan is to create some way where we can know what the club assets are, who club’s members are, and to make more formal the dues structure so that we are able to plan for the year’s activities in advance rather than in an ad-hoc manner.

So far, I have not been able to make any real progress in improving our accountability standards, and now that the holidays have passed, I again want to bring this goal back and get some real progress made this month.  

And my comments on keeping private discussions private – that is a reference to respecting the prior work and those people involved - not an attempt to provide some kind of secrecy.   Yes, I prefer to work directly with the members that handle our club functions and I have done that, however, if the members would like to see these discussions documented on the reflector as well, I have no problem with that.  

So these are the reasons why I did not forward the funds to the club.  We do not track the club’s moneys well enough.  I have been uncomfortable putting the K0ZM donation into the treasury account without seeing progress in providing some improvements in our book keeping process.

As the club grows, so will the number of financial transactions and now is the time to transition from our prior less formal ways of managing the clubs resources into one that is more business-oriented.  The K0ZM donation simply illustrates the need for the club to move into a more modern era and manage our money as a growing and larger club would.  I have received information from other local club that they have done the same earlier and that effort was worth doing it.

3.Just to be clear on my expectations with respect to the subject of the clubs accountability.  I want to list them out again for the entire membership’s easy understanding.

-We should have a method to track who our members are.  Based on when dues are paid.  

-We should have a list of the clubs assets, where those assets are located.

-We should keep receipts for dues paid, and retain receipts for the club expenses. We also shall track other possible income.

-We should have a rough and simple budget each year of the major expenses so the club can plan and ensure there is enough money in the treasury to find these plans.  Dayton is of course the big one but perhaps there are other things the club may want to do.

-Oct. 23, 2008 Orion II transceiver was offered for donation by Sandy Rose (50% KCDXC 50% other charity)

-Nov.15, 2008 Titan 425 Amp was offered to KCDXC only members for $1300. No response. 
-Nov. 30, 2008 Titan 425 Amp was taken for checkup to N0NI, Iowa. It was discovered that the plate choke was burned; N0NI offered $1,550 for the amp AS IS amp was sold to N0NI for 1,550. 
-Dec. 01, 2008 Departed USA for business trip to Japan. 
-Dec 08, 2008 Returned to USA from business trip to Japan. 
-Dec.09, 2008 the Check for $1,550 was deposited from N0NI for the Titan 425 Amp 
-Dec. 09, 2008 Ten Tec Orion II was offered FOR SALE on QTH.COM for $3700 
-Dec.17, 2008 Deposited check from WI7D for $3770 for purchasing of Ten Tec Orion II 
-Dec 23, 2008 Box #1 – Radio (37 lbs) received in excellent condition by WI7D 
-Dec 23, 2008 Box #2 – Speaker, VFO, Manuals received in excellent condition by WI7D 

“…Both boxes arrived in fine shape.  Excellent packing job!” 

-Dec.23, 2008 Alex’s personal check #1588 for $2600 was cashed by Sandy Rose. ($50+$70 were spend on shipping insurance and delivery for radio, amplifier, power supply, speaker etc.)

Also, $65 dollars were added in to cover misc expenses – this is my donation to the club.  I think I donated $55 at the end of 2007 as well.

Many circumstances arose that were beyond my control in dealing with these pieces of equipment, testing of each piece of equipment had to be performed in order to ensure a reliable product was being sold on behalf of Mrs Tom Rose, as well has to avoid any problems on the part of the KCDX Club for selling the equipment.  

I ask the clubs understanding and appreciation that resolving all of these things, especially given the context of business and holiday obligations.
