This looks good but I think CQ100 https://qsonet.com/ may be a better VoIP 
choice,  you need to be licensed to active it.

It's 80 - 10 w/o WARC bands, it costs $32 a year but still a cheap 
alternative to having a full blown HF rig and antenna that CCRs and 
restrictions don't let you put up.

I'm 14 days into the free 90 day trial period and talked to and listened to 
Hams around the world.

Some will say it's not real radio because there is no RF and they are right, 
but it's better than no communications at all!
