[KCDXC] How can this be?

 Yeah, everyone can get US call if passes VEC exam.
Igor visiting US every year and passed it somewhere at
the East coast. There were one or two sessions in
Moscow a couple of years ago-all you need is 3 VEC's
and club affiliation(I think).
 It's a different story with Russian calls. You have
to bring some Vodka and caviar. One liter for each
class update.
 We can get you a call sign in Russia. How about EV9B?

P.S. I knew that Igor got US call but did not know
about K3UY. I have worked him 10 minutes before the
end of the contest. Was loud too.
