[KCDXC] Bureau Question

Good Morning Tom,
In some countries the ham must be a member of the national radio
organization to use the incoming bureau also, The ARRL doesn't
require that, or maybe those stations just don't have envelopes at
the incoming bureau.
Either way it's very second class to request a QSL via the bureau
and expect a direct response.
Please send me a list of the call signs.
