[KCDXC] Bureau Question

I recieved a few hundred cards from the 9 Bureau a few weeks back.
I sent back those that requested but received a few back from the German
Bureau saying that these sations didn't use their bureau. I don't send cards
out through the bureau for one's I really want so I'm sure these folks sent
me a card from the bureau. I remember hearing something about this situation
somewhere.
I'll probably just trash the cards.. Any explainations?
