[KCDXC] Log submitted

The reflector has been getting little use lately anyway so we may as well
use it.

In most other CONTEST CLUBS.
The club Secretary accumulates all of the entries..
Reviews them for errors (like the "Official Club Name")
Then submits all of the scores. This does several things for the club.

1- It assures that all scores get sent (some people procrastinate and
somehow don't get it done)
2- It assures that the entries are in the proper form (believe it or not
some people don't know how to.. or choose not to use cabrillo format)
3- It gives the club a chance to harrass the ones that are late in getting
their scores in and become a sort of clearing house assuring that those who
have in fact participated for the team get their scores in fact counted for
the TEAM.

Although not mandatory in this contest
It is interesting that this hasn't occurred here before....

There are contests during the year which must have teams entered "BEFORE"
the contest starts.
