In general you must use VE's from the same VEC, but a VE can be or
become accredited by more than 1 VEC as well. As the test is late
January by getting a list together now of potential VE's the team leader
has time to get the paperwork needed to cross over the VE to the correct
organization for the test session if required.

A VE with ARRL and Laurel are not the same. I've been a VE with both for over 8 years. And if you are not a VE with the testing Group. You can not do a test session with that Organization.
