Kyle,

Though a bandaid, I've had to do this with my Icom and fldigi.  Turn the
radio off and shut down the software.

Turn the radio back on then ensure the computer recognizes it.  Then start
the software.

At least for fldigi, it will not find the radio if I start the software
first.
