We could always offer a VE session for Oleg. All that international hams need for a US license are (1) a US *mailing* address and (2) pass the required exam.

I'll offer up my PO Box as an address if he's interested (I do this for NZ1W / IZ4AFW), but he'd need to have someone else handle the QSL cards.

I received this interesting email froma foreign visitor.
