Good Point Curt.  The letter on the ARRL site explains the successful
"sharing" of this band between military and amateur applications.  It was
believed that the spectrum previously used by analog TV was going to be
"auctioned off", but now that allocation is going to be used for public
safety, which is great.  So to offset the loss of revenue,  the 440 auction
has been proposed in HR 607.
