FB = fine business. I'm not sure what the origins of it are, but it seems  
to be universal. Some typical uses are:

back in the day, around the time of WW II, "Five By Five" was used to
designate that you were solid copy, and that was later shortened
to "FB", especially if running CW.  As a matter of fact, used this
in the USN back in the sixties for voice OW and teletype OWs.

Of course most on here probably are too young to remember
some of this..
