 From your description it seems like you might have an antenna problem 
or a rig problem or both. I'd suggest testing one of those at a time, 
that should let you isolate the problem.

If we start with the antenna there are two simple tests I can see - use 
an analyzer to sweep it and check the match or substitute another rig 
temporarily and see how that behaves.

For the radio side the first thing that comes to mind is to use a dummy 
load in place of the antenna and see how the rig behaves then. I can 
loan you a dummy load if you don't have one for this test.

Based on your description of the problem it sounds more radio than 
antenna to me, but that's a guess.
