I would contact our ARRL Section Manager and get the flight plan announced in his mailing.  It would be nice if MDC QSO party mobile ops know to listen for your payload !  

I guess winds at lower altitude is TBD, as compared to jet stream.  I can pass the info to Page (who hosts the QSO party and will be mobile around Hagerstown) if in my imagination your vehicle can make it over south mountain!  Maybe it can!
