The Carroll County Amateur Radio Club Board of Directors meeting was held on Apr. 20, 2005 at the Fire Training Academy. The meeting was held between 7:30 and 10:30 PM.

A quorum being present, the meeting convened.
TOPICS OF DISCUSSION
Picnic:
July 16, 2005 at Gambrill State Park from 1:00PM
The BOD approved $40 for the reservation.
Event Support:
The BOD needs to clarify, who will be responsible for supporting an event.
The club can organize/support any event, which is by and for the club membership.
(Mid-Atlantic QSO party, Hamfest, Tailgate Fest)
ARES/RACES will organize/support any event, which is by and for the ARES/RACES group. (Drills)
ARES/RACES has first responsibility to organize/support any event, which is originated by and/or for external entities.
The club needs to establish rules for checking out equipment for events.
The BOD is concerned about the club's liability insurance coverage for the ARES/RACES events. Bill N3WM will investigate with insurance co. Steve N3SB will investigate with ARRL.
Robert's rules of order:
In order to speed up and shorten the business portion of the club meetings, we will incorporate the following changes to the SOP.
The presiding officer at the meeting will call for new business to be added to the agenda.
Once the agenda is agreed to, the meeting will proceed.
Officer and Committee reports will be considered approved unless objected to.
Any motions not on the agenda will be automatically tabled after brief discussion.
When the BOD proposes changes to the by-laws, it will consider removing the Robert's rules in favor of less formal procedures.
This week is Amateur Radio broadcasts:
Steve N3SB proposes that we should consider re-broadcasting this program on the 449.875 MHz repeater or 475 MHz simplex, in the hope of increasing the use of the repeaters. Possibly a net could be formed to discuss the broadcast.
Jerry N3GQK questions whether this would help.
Steve N3SB stated that the 6M net is busy, and we need to find why that works when others don't.
County-wide Exercise:
Chuck N3TOT mentioned that the county is holding a county-wide exercise on June 16, 2005. The event will be observed by reps from DHS and FBI. The club is being invited to participate. The county has allowed for the club to draw from resources outside the county. Everything else is in-county only. Chuck has told the county that 12+ people will participate. He suggests 2 people per site, with a total of ~16 people.
Larry needs to organize this event, since it is an ARES event.
Budgeting:
The BOD is working on the budget with a goal of income v. expense difference of ~$1000.
