Try again to register.  I found myself in the same boat last month.
Registration for the ECC-001 course opens at 12:01AM on the FIRST Monday of
the month.  I logged on this past Monday at that time and was able to
register for the class starting on 10/22.  The classes fill up fast.  The
ARRL website has a class registration schedule posted.
