HERE ARE THE MINUTES OF THE BOARD FOR JUNE 04.

CARROLL COUNTY AMATEUR RADIO CLUB BOARD MINUTES
Notes Board Meeting 06/23/04
Meeting began at 19:40 EDT and was held at the FTC.
Clint W3ARS and Mike N3VOP asked to set up a UHF/VHF station at the
Gettysburg hamfest and wanted permission to move the club’s AB577 out of
Carroll County to use at the event. Steve, N3SB was concerned about
doing this. The Board will put the request in front of the general club
population for approval. We need permission of the general club
population to do this. The Board may also need to alter the club bylaws
for requests such as these.
Our Field Day plans were discussed. Since there will be lots of minors
at the event, club members need to be on their best behavior.
There was discussion of a separate club picnic starting in July, 2005.
The picnic will be a major feast and will be separate from the Field Day
event. This will be substituted for much more basic and simpler foods
and snacks at the annual Field Day event moving forward. Suggested
places for the picnic were Freedom Park, Piney Run, or Hashawa Nature
Center. We will begin discussing this at the general club meeting.
There was a discussion of the Van. Clean-up party body work, and touch
up needs to be done. A generator tune-up kit was provided by Bob, W3RAR.
Keith will describe the Van policy.
Carroll County has offered to provide insurance and shared risk policy
for the communications van. The County requires that any club members
who are authorized to drive the van submit to a drug testing, etc. in
the event of an accident. The County offers a finite amount of coverage
before the driver’s personal policy kicks in. The Board will need
approval of the general club population to allow the County to take over
the van. Steve, N3SB and the majority of the Board feel the agreement
could very well be a win-win situation for everyone. The Board and Van
committee will need to clarify the procedures and responsibilities of
the Club versus the County. The final disposition of the radio equipment
and the van should be up to the club. A motion will be made at the next
general club meeting for the Board to negotiate with Carroll County and
to close the deal if deemed necessary.
Rob, K1RH volunteered to clean, sandblast, paint, and stain the
generator after Field Day. The started needs to be fixed and he will try
to contact the mechanic at the Vo-Tech center for completion of the job.
Rob also provided a technical description of the generator and its
general operation and maintenance.
Hamfest ads were placed in Autocall. Most every other event in the
surrounding areas has been bombarded with flyers describing the tailgate
fest and the hamfest.
Keith has been trying to finalize the food vendors for the tailgate
fest. We will not be using Boulevard and Beyond. We will be using the
Finksburg Food factory. But we will be using Boulevard and Beyond for
the Hamfest.
There is the possibility of Skywarn classes being offered at the
tailgate fest. The plan is to offer advanced basics 2 and the Hurricane
classes in July. It is also possible that we will have classes at the
hamfest.
There was a discussion of the club policy on purchasing alcohol and
food. It was the general consensus of the Board that it was ok for the
club to purchase food and drinks for club events if approved by the
Board and club. It was decided that it was never appropriate for the
club to purchase alcoholic beverages due to liability issues. The Board
will continue to discuss and changes and additions to the club by-laws
to address these issues.
