Sounds like poor planning and/or execusion by whoever did the upgrade. Did
the system go into fail soft or go ota completely?

after a bank of batteries at a tower site went dead. The radio system has 7
tower sites, all equipped with banks of batteries. According to the county,
they were in the midst of a battery replacement program, and had already
swapped out batteries at six sites. Yep... the batteries at #7 failed,
knocking the entire system off-line, since it was the primary tower site.
Dispatchers noticed the system going down around 5:45 a.m., notified
technicians, and the system was back on-line around 7:25 a.m.
