I think Keiths comment reflects the new or not so new way of life for the
Amateur Radio Service. This describes the very thought that I have tried  to
express many times relative to our participation in emergencies.  The needs
are not the same every time or the same as in the past, therefore our
response must be tailored to the need. For the most part, we watch and wait
(and this is not new) until we are needed. Our presense and capability must
be made known, but rest assurred, they will use cell phones, trunked systems
to talk direct when they can.

And why not! There direct ...They work....

 When those systems fail; when problems occur with communications that they
can't solve, then we will be in the forefront. Until then, we are backup,
secondary communications.  The only difference between now and 30 or 35
years ago is that they needed us sooner and more often. Thirty years ago
Cell phones weren't around, land lines weren't quite as abundant, nor did
every agency have 2 way radios of any kind.

ALthough we weren't really utilized at Winters Mill (but then again the
facility wasn't either), Our response was probably about right.

We watch and wait .....(most of us at home until the need arises).

Although everthing went well at the Winters Mill Red Cross shelter, we were
under utilized due to the fact that cellular service was not interrupted in
our area.  The shelter manager (her husband happened to be the Mayor of
Westminster) relied on that mode of communication instead of the system we
had in place.

Additionally, I feel we would have been much more active had additional
county residents made use of the facillity.  As it was, there were only 7
visitors to the shelter.
