Although everthing went well at the Winters Mill Red Cross shelter, we were 
under utilized due to the fact that cellular service was not interrupted in 
our area.  The shelter manager (her husband happened to be the Mayor of 
Westminster) relied on that mode of communication instead of the system we 
had in place.

Additionally, I feel we would have been much more active had additional 
county residents made use of the facillity.  As it was, there were only 7 
visitors to the shelter.

I would appreciate any thoughts or comments on operations during
hurricane Isabel.  I am about to send an after action report to the
