HERE ARE THE AUGUST CLUB MINUTES, CORRECTIONS, ADDITIONS OR DELETIONS TO 
ME ASAP, THANKS 73'S

CARROLL COUNTY AMATEUR RADIO CLUB MINUTES

The Carroll County Amateur radio club met on August 14th at the Fire 
Training Center.

President Beckman called the meeting to order at 1930 local time, there 
were 32 members and 2 guests present.

President Beckman made some announcements, the next board meeting will 
be on August 20th at the FTC; the September club meeting will more than 
likely be in classroom 1 across the street as the Fireman�s Association 
will be in classroom 5 due to the holiday on the 1st; the Fall fest 
committee has asked our club to sell tailgate tickets on Saturday the 
6th from 0600 to 1400 as our help for the FAR event; the Civil War Bike 
Ride will be held on September 13th see Jerry N3GQK or John AK3Z for 
details; on September 20th the Wine Fest Bike Tour will be held details 
to come later; field day pins are here if you need one see Steve, the 
ARRL was sold out of shirts; there will be a presentation on Broadband 
over Power Lines (BPL) this evening and a debrief of Tailgate Fest 4.

Secretary Report � Joe N3YIM reports the minutes are available in the 
radio room, and that the only old business is the approval of the 
2003-04 budget. Motioned by John W3JJH seconded by Keith KB3HHK to 
approve, voted and passed.

Treasurers Report � Joe N3YIM read the treasurers report as submitted by 
Bill N3WM, motioned by William KB3GHE, seconded by John W3JJH, voted and 
passed.

Board Report � John AK3Z reported that the request for study materials 
for new hams had been approved; the request from another local ham club 
for sharing the remote repeater was disapproved by the board; the remote 
site needs to be brought on line, we need to find out from Larry WX3F 
what needs to be done, who is to do it and get it accomplished; the 
station committee needs to re measure the tower plate and have it made 
for installation; a PA system for the Tailgate Fest and Hamfest has been 
procured by Keith KB3HHK; Keith also mentioned that a tower van from MPT 
may be available soon; Wayne N3UN stated that Larry has been busy with 
military duty and required leave recently; Steve reported that the BBS 
computer has died.

Committee Reports

ARES/RACES � No report

Station - John AK3Z, all new that was ordered has arrived; controllers 
have been installed and operating; there is a need to order some small 
items to complete the project; there are several items that will be put 
on sale in order to clear out the radio room; the Heath kit will be sold 
as we will not need it; a 6 element beam may be gifted to the club from 
an estate John is handling; Jerry N3GQK suggested we take bids on the 
items we want to get rid of; Mike N3VOP asked about the UHF/VHF side of 
the station, John stated there is work to be done there.

Training and Education � Clint W3ARS, reports that the youth class is 
nearing completion, a VE test session with be conducted on the 14th, it 
is an open session if anyone wants to be tested they are welcome. A 
proposal has been made that students under 18 years of age be reimbursed 
for the book Now Your Talking, provided they pass the Technician test at 
the VE session immediately following their class. William KB3GHE asked 
the club to help new hams get HT�s. Clint introduced Keith KB3HHK as our 
newest VE.

Membership - No report

Digital � Doug N5LBJ reports the net has been doing well, Thursday at 
8:30PM, PSK31 on 28.120MHz, Upper sideband; Keith asked that the net be 
included on the club web site; any changes to the modes to be used will 
be made by e-mail and to net news on Monday each week.

Tailgate Fest 4 � Mike N3VOP thanked all who helped; it was very 
successful even with the bad weather; adjustments will be made from 
suggestions and comments; Charlie KB3JDW will chair TGF5.

Old Business

The 2003-04 Budget � copies were passed to members for review, Keith 
KB3HHK motioned that the budget be approved as presented by the Board, 
seconded by John W3JJH, voted and passed.

Training and Education � there was discussion about the proposal for 
reimbursement of the ARRL fee. Rob K1RH motioned �that the club 
reimburse youth under 18 years of age for the cost of Now Your Talking, 
after successful completion of the course and passing the Technician 
exam at the VE session immediately following conclusion of the session� 
seconded by William KB3GHE, tabled. John W3JJH motioned �that the club 
allocate up to $149.99 for students in the current class� seconded by 
Rob K1RH voted and passed.

John AK3Z asked for support from the club for the Century Bike Club 
event, September 13th, free food, shirts and reimbursement for expenses

50/50 was won by John W3JJH, $28.50

A presentation on BPL was given by Steve, after which he asked that all 
members respond to the ARRL comment to the FCC against BPL, see his 
e-mail on the reflector.

Meeting adjourned at 2147 local time.
