In Carroll County you do not have to get *County* permission for a tower.

However, if you live in one of the incorporated cities, (Westminster, Hampstead,
etc.), you may need a city permit.

Also, if you are within 20,000 ft of the runway of a registered airport, you are
limited in tower height by the FAA.  The rule is divide the distace from the
base of the tower to the nearest point on the runway by 100, and that's the
federal limit on your tower.  If you exceed that limit, you tower must be
registered with both the FAA and the FCC.

I live in the county, just outside of Westminster, but 7400 ft from the runway
at the Westminster airport.  I don't have to get anyone's permission for a tower
as long as it is less than 74 ft tall.
