I agree 100% and it is my line of thinking as well.  We are also a
non-profit organization.  Unlike other orgs that will "rent" the grounds to
run a profitable event, we are not making any money.  Just practicing an
emergency communications exercise.

I will be happy to talk to them and diplomatically present our opinions.
