Being a "newbie", I'm open to any location and have no suggestions at this 
time except these: How about the grounds of the local schools or has anyone 
tried the Reese Vol Fire company? Or how about the plot of land on the 
corner of where Lowes used to be?  We need to think "outside the box!"

Instead of thinking of where there are facilities, think "where is there 
space?"  Is there space in Taneytown, or Eldersburg, or Finksburg?
There is a big chunk of land parallel to the CC regional airport along 
Meadow Branch road.

BTW, I think we should splurge and buy (or get donated) tents.  Right now we 
are too dependent on having pavillions and facilities available.
