On the surface, making provisions for fuel etc. sounds good, but I think
there needs to be a little discussion especially by the MCC Committee.

In any event, I would favor a debit card set up with no overdraft and a
fixed amount of money deposited. I don't know why more than a $150 would be
needed on the card at any given time, but I am open to being enlightened.
$150  buys a fair amount of gas (should fill both tanks??)  and oil (even at
today's prices)  and emergency transfers can be usually be made
electronically or checks cans be written quickly if necessary.   If the
vehicle starts out will  full tanks as suggested bu Doug, that plus the $150
debit card should handle it all but the worst of situations.

If there is  money in the MCC budget to cover the debit card,  than I don't
see why  Keith as the Chairman along with   the Treasurer should not get it
rolling. The methodology needs to be approved by the Treasurer who is the
responsible officer for disbusement of approved funds and their safekeeping.
That is not a function of the Board.  By example,  The Kids Education
Committee (I know I got the name wrong), the station committee, the
Christmas committee, the FD Committee, The Repeater Committee and all the
others  buy what they need out of their budget and  don't need the Boards
approval for every single  purchase. There is no reason for the MCC to be
any different nor are any bylaws etc. that would make this an exception.
They may be differing opinions, but the bottom line is that they are just
that ... opinions. The constitution and bylaws govern the Club and the
expenditures. Besides, it is only common sense that some provision be made
for purchasing  fuel  if we are  going to use the MCC in an emergency,  We
should not ask our members to advance  the money.

The BoD cannot authorize $750  unless it is out of its own budget and I
don't believe there is that  much money in the Boards current allocation. By
having a card with $750 limit makes the Club libel for the expenditure at
any given time  ... even if we were broke.  All the BoD can do is
individually or as group express an opinion.

The bottom line is that the  money must be in the MCC budget,  be budgeted
for next year,  provided for by a redirection of the Boards allocation, or a
special request needs to be made for the funds to the Club via a floor
motion.  This can be done at the next  meeting  and  be put to a membership
vote.  The membership has approved less worthy causes than this one AND on
occasion disproved more worthy requests.

As far as oil goes,  several quarts of oil for the engine and the generator
should be stowed in the MCC at all times. That is not a big expense item and
really shouldn't be an item for discussion other than go get a couple quarts
of oil ... period!


So Keith, I think the ball is in your court and which way you swing at it
depends on whether of not there are currently $$$ in the MCC budget.
