Greetings Keith;
I think that you could cover 90% of your small expenses by having a small
amount of "MCC Petty Cash" available -- say $60.00. I would suggest that
you try this approach for a little while, and see how it works out. I can
understand the convenience of having a credit card for these things, but
the petty cash is even more convenient. And it doesn't have the problems
that a credit or debit card has.
My biggest concern with a credit card would be theft. If a debit card is
used, then there's the problem of keeping track of how much funds are left
on the card. I'd hate to be dependent on it for $$, get into a situation
where I needed funds, and then find out the card was used up. We'll know
when the petty cash is gone. The treasurer can then provide additional $$
depending on the need. Also -- while low dollar items, such as gasoline,
can be purchased using a card without having to sign, higher dollar items
will require a signature. I don't know how the MCC Committee could
successfully manage the signature authority on that card.
The only "gotta do it now" item that I can think of that would be more
expensive would be a tow. I'll check the insurance policy -- that may
already be a covered item.
These funds would be one part of the MCC's own "Go Kit." There would also
be other items such as oil, belts, small tools, flashlight(s), etc. The
tool box that rides with the club's generator has a lot of iems such as
this. Over the numerous Field Days we've done with that generator, we've
collected a variety of useful things in that box. It might be worthwhile to
see what's been collected for use with the generator, when putting together
the MCC's "Go Kit."
I would enjoy further discussions about this. The Club has never actually
incurred any expenses in the support of ARES/RACES during an emergency
before. If something big happens, MCC fuel would be just one type of
expense to consider. There could be other expenses (such as food,
batteries, etc) Those expenses should not come out of the MCC budget, but
rather be covered by the Club directly.
BTW -- How hard do you think it would be to have an additional fuel line
and valve rigged to the MCC generator so that it can pull fuel from a Jerry
can, just like the club's 10KW Generator operates? If extended operations
are required, swapping Jerry cans around would be a whole lot easier than
taking the entire MCC out (and out of commission) for fuel.

I'd like to request the CCARC obtain a credit card with a fixed limit
of $750 for use on/with the MCC as soon as possible. The card would
be used primarily for the purchase of gasoline and oil as well as
other related low cost (less than $50) items: maintenance fluids, tire
repairs, oil changes and tire rotations, etc. Payments for the credit
card would of course be taken out of the MCC budget.
More expensive (over $50) items would be discussed by the MCC
Committee and or BoD, except in case of an emergency (towing and/or
emergency repairs while on the road).
Only authorized drivers would be permitted to sign for purchases on
the card. ALL receipts would need to be turned in to the club
treasurer within 5 days of the trucks return to the FTC.
